| prepaid cellphone users to register details |
The National Assembly amended the Regulation of Interception and Provision of Communication-related Information Act last Thursday, which will require cellular providers to register the information of all prepaid users on a database. This amendment would now proceed to the National Council of Provinces and then signed by the President before it becomes effective.

| the nca and the sale of land on installments |
The introduction of the National Credit Act is likely to see renewed interest in the sale of land in terms of instalment sale agreements. This growth will probably be triggered by the introduction of stricter measures for granting credit, which will make the process of obtaining mortgage bonds more difficult, thus leaving aspiring home owners with the option of purchasing property through instalment sale agreements. It is therefore important for aspiring property owners to keep themselves informed on the law regulating the sale of land on instalment.

| kwb regulasies vir nie-inwoners |
Ingevolge Suid-Afrikaanse inkomstebelastingwetgewing (en spesifiek die Wet op Inkomstebelasting) is nie-inwoners in SA ook verantwoordelik vir Kapitaalwinsbelasting (KWB) in sekere gevalle. Een van hierdie gevalle is waar ‘n buitelander onroerende eiendom geleë in Suid-Afrika vervreem.

| judges not above the law |
The general rule, before summonsing or issuing any subpoena against a judge, is that leave must first be granted by the court as stated in Section 25(1) of the Supreme Court Act 59 of 1959.

| sa government "censoring" wikipedia? |
A recent outcry erupted when an article on the well-known online encyclopedia, wikipedia (www.wikipedia.org) was allegedly altered by an employee at StatsSA.
The article that was edited was the "HIV/AIDS in South Africa" and the information, mainly dealing with the South African government's HIV/AIDS policies, were deleted. One entry read "I think that was all bulls**t, thats why i deleted it. Thank you motherf***er! [sic]".
Since wikipedia is a community-based and written in a collaborative effort, it has been previously criticised for being inaccurate and susceptible to vandalism. Recently a special tool was launched to track the computer addresses of people who edit the pages and studies have shown that vandalism is normally short-lived.
The deletions made by the person employed at StatsSA have been restored within minutes and the well-known online IT news service, ITweb, used the tracking tool to track the vandal to the StatsSA servers.
StatsSA claims that the changes were not made on instructions from StatsSA and has suspended the vandal whilst investigations are pending. Opposition parties have strongly condemned the incident.
It will be very interesting to follow the progression of this case, since, whilst internet vandalism is nothing new, the prosecution thereof certainly will be. Br!ghtshark shall keep an eye on the developments for you and report back soon.

| lawyer jailed for being unprepared |
An Ohio judge has jailed a lawyer because he hadn't prepared properly for a case.
Last week Attorney Brian Jones was asked to defend a man on an assault charge the following day. Jones claimed that he hadn't had time to prepare and pointed out to County Judge John Plough that the Public Defender's Office had a policy of not accepting trials at just one day's notice.
Judge Plough said that he wasn't interested in the attorney's "speeches" and told him to get on with his opening statement. When it became clear that there would be no opening statement Plough had the hapless attorney arrested and escorted from the courtroom - in front of his client - to a local jail, where he was locked up for five hours.
Jones was released on bail but faces a contempt hearing today - before Judge Plough.
Plough, who hasn't commented on the case, was made a judge in 2005 despite being rated as "not recommended" for the bench by the Portage County Bar Association.
